Understanding Product Registration in the UAE

Are you a business owner who is ready to take on the thriving economic market of the United Arab Emirates and its capital, Dubai? If you have a product that is sure to be a best-seller, it is time to begin the process of product registration and build your business!

It is important that you understand exactly what product registration in Dubai entails. To register a product means to have it verified by the country’s government. This verification informs consumers that the product meets safety regulations and contains all required information. Product registration in the UAE is a safety net for your customers and a stamp of validity for your business.

Why Do We Need Product Registration?

Product registration in Dubai, or anywhere in the world, for that matter, makes a lot of sense. No one wants to buy a product that is unsafe or fraudulent. Not only would it be a waste of their hard-earned money, but it could also cause serious harm.

The UAE wants to maintain a competitive market, free of fraud, contamination, and illegal products. They wish to promote a positive worldwide reputation and encourage investors to start the process of business setup in Dubai.

The benefits are cyclical. If customers feel safe shopping in the UAE, they will continue shopping in Dubai. Investors and business owners will take advantage of this and establish their businesses there. Dubai’s economy will thrive even more, and the process will continue. Product registration in Dubai benefits everyone involved.

Different Registration Categories

As we know, not all products are the same. Product registration in the UAE is different for each type of product. Products fall into six different categories under the jurisdiction of multiple governmental authorities:

  1. Food-based products and produce
  2. Cosmetics
  3. Medical products
  4. Electronics and electronic equipment
  5. Clothing, shoes, and fashion accessories
  6. Athletic equipment

These categories help you understand what kind of information and safety qualifications your product must meet. The requirements for sports equipment will be different than the requirements for food-based products. While there is some overlap, the regulations for each product category will be unique.

Registering your product in Dubai under its appropriate category gives you a huge advantage in the business world. Not only are you able to sell in the booming economy of Dubai and the UAE, but you will also be allowed to sell your goods in the GCC (Gulf Cooperation Council), too. You will not have to go through an additional registration process for any country in the GCC.  [The GCC includes Bahrain, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates.]

Understanding Dubai’s Rules & Regulations

The process of product registration in Dubai is not difficult. It is mostly about understanding what is and what is not allowed to be sold in the United Arab Emirates. Prohibited items are deemed harmful to the consumer in either a physical or moral way. Since the authorities are very strict on what is allowed in their markets, we suggest adhering to this list as closely as possible.

What is prohibited?

  • Narcotic drugs
  • Betel leaves
  • E-cigarettes
  • Gambling tools
  • Ivory
  • Many food colors, additives, and chemicals
  • Swine/pigs/pork products
  • Radiation-contaminated goods
  • Products from Israel
  • Products that are in conflict with the Islamic faith or cultural morals
  • Nylon fishing nets

There are some substances and items that, while not prohibited altogether, are heavily regulated and restricted. For these products, the process of product registration in the UAE will be more extensive.

What products are restricted?

  • All alcoholic beverages
  • New tires
  • Nuclear energy products
  • Rough diamonds
  • Media and print products

By sticking to these lists and avoiding prohibited products, your business should thrive in the United Arab Emirates and in Dubai. Your business setup in Dubai will move smoothly when you follow the regulations to the letter.

The Product Registration Process

Now that you know which products are not allowed in the UAE, it is time to talk more in-depth about the process of product registration in Dubai. This process can be lengthy; there are several steps that require long review times to fix any minor remarks.

Before we go any further, we need to distinguish between major and minor remarks:

If your product receives major remarks, it will be denied. You could get major remarks for not having an ingredient report, failing a lab test, using a banned ingredient, or exceeding an allowed amount of a certain ingredient, or having inconsistent illustrations and labeling.

If your product receives minor remarks, you will be given time to correct them and have your product looked at again. If it fails to meet the requirements a second time, it will be denied. Minor remarks include needing additional information on the label, needing certain lab tests or clinical studies, or requiring additional documentation.

With that in mind, here are the steps for product registration in UAE and product registration in Dubai:

  1. Submit the Consumer Products Registration Application and pay the appropriate fees.
  2. Check whether your product complies with Dubai Municipality requirements and upload your paperwork.
  3. Receive major remarks and be denied, or receive minor remarks and enter the revision process.
  4. Revise your product to meet the requirements listed in your minor remarks.
  5. Receive your electronic registration certificate, indicating that your product passed the registration process.

Please note that you must pay the product registration cost in Dubai within forty-five days of submitting your application or the application will be cancelled.

What Documents Do You Need?

Here is a quick list of all the documents you will need for product registration in Dubai and the United Arab Emirates:

  • Your free sale certificate from a governmental authority in the product’s country of origin
  • An ingredients report signed or stamped by your manufacturer
  • A components analysis report that has been signed or stamped by your manufacturer
  • A Good Manufacturing Practice certificate
  • A material safety sheet for all detergents and fragrances
  • A Halal certificate from a certified authority in Islamic society.
    • Note: This is especially important for health supplements, food products, and cosmetics with animal-derived ingredients

Not all the documents are standard requirements in other countries, so be sure to review what you need ahead of time. This way, you will be less likely to receive major or minor remarks on your product during the registration process.
