What Is Registration?
Since consumer safety is the basic principle of cosmetics’ registration, its process allows the CPSS (Consumer Products Safety Section) to collect adequate information to assess the safety of cosmetic products. It is mandatory that, no cosmetic product shall be manufactured, imported, exported, advertised, sold or distributed in Dubai unless it has been registered in conformity with DM (Dubai Municipality) regulation.
The Registration Regulation
The Dubai Government coordinates the manufacture, sale, and importation of cosmetic products, however, the cosmetic products have to be registered prior to the launch in Dubai market; and making it compulsory for individuals executing activities related to cosmetics be licensed in Dubai.
Validity of Product Registration in Dubai
The registration of a cosmetic product shall be valid for 5 years and the continuation of renewal should be considered.
Product Registration in Dubai - Who Can Apply ?
Individuals who import or locally manufacture cosmetic products, or have products imported or manufactured on their behalf are liable to have their products registered. The following should made a practice for registration of cosmetic products
Dubai Product Registration - Local Manufactures
Local manufacturers in Dubai are advised to contact the Consumer Products Safety Section for proper registration of cosmetic products in Dubai – UAE. Agents of local manufacturers are to take the essential steps to certify that cosmetic products intended for the Local market are registered before the manufactured products are placed into Dubai market.
Dubai Product Registration - Foreign Manufactures
The importer who is responsible for all matters pertaining to the registration of the product can register at Dubai Municipality.
Representatives of foreign manufacturers are to take the required steps to ensure that cosmetic products intended for the local market are registered before consignments of such products are imported to Dubai. In the event of any abuse in this regard, the consignment of the unregistered product would be cleared only with a single warning.
What is a Cosmetic Product? Definition of Cosmetic Product
A cosmetic product means any substance or composition intended to be placed in contact with the various outer parts of the human body (epidermis, hair system, nails, lips and external genital organs) or with the teeth and the mucous membranes of the oral cavity with a view entirely or mainly to cleaning them, perfuming them, changing their presence and/or correcting body odors and/or protecting them or keeping them in good condition.
Why is cosmetic product registration in Dubai important?

Registration of the product in Dubai:

What is Certificate of FreeSales (CFS)?
The certificate must be from the country of origin and declared by the health authorities or acknowledged bodies. The CFS should be present at the time of submission and request is to be made for the original, to be seen. If the product’s name has to be marketed in Dubai is different from the CFS, A confirmation letter from product owner is required. A Certificate of Free Sales is a document to indicate that the product is freely sold in that country and this certificate has to be approved by UAE Embassy.
What is Health Certificate (HC)?
The certificate must be from the country of origin and issued by the health authorities or recognized bodies from the country of origin. The HC (Health certificate) should be current at the time of submission and request may be made for the original to be seen. A Certificate of Health is an evidence to certify that the product is safe for human use. This certificate has to be approved by UAE Embassy.
