
Dubai's New Permit Lets Free Zones Conquer the Mainland

There’s a shift happening in the global business landscape, and Dubai’s at the heart of it!
UNMISSABLE: Dubai just launched the Free Zone Mainland Operating Permit, a reform enabling free zone companies to operate across the emirate’s mainland. Introduced under Dubai Executive Council Decision No. 11 of 2025, it allows eligible businesses to access local markets, participate in government tenders, and integrate into broader supply chains.
The framework, developed by the Dubai Business Registration and Licensing Corporation in partnership with the Dubai Free Zone Council, will simplify cross-jurisdiction operations for over 10,000 free zone firms. Applications will be processed digitally through the Invest in Dubai platform.
Driving Economic Integration
The permit eliminates a key barrier between free zone and mainland operations, making way for a more unified business environment. Ahmad AlFalasi, CEO of DBLC, stated the move supports the D33 Agenda’s goal of doubling Dubai’s economy by enhancing competitiveness and investor confidence.
Dr. Juma Al Matrooshi of the Dubai Free Zones Council emphasized that the initiative strengthens Dubai’s appeal by combining the flexibility of free zones with mainland market access.
Key Permit Details
- Cost: AED5,000 for six months; renewable
- Eligibility: Open to Dubai Unified Licence holders in non-regulated sectors (technology, consultancy, trading, and professional services)
- Taxation: 9% CT applicable on mainland-generated revenues
- Workforce: Companies are allowed to use existing free zone employees for mainland operations
